It's all in the Delivery

So, a guy comes into the library and starts his question with a joke.  A blond goes to a library and LOUDLY says to the Librarian:  "I'D LIKE A BURGER, FRIES AND A SHAKE!"  The Librarian looks at the blond like she has a third eye and says slowly: "This is a Liiiiiibrary."  The blond looks around and, this time, whispers to the Librarian: "I'd like a burger fries and a shake."

Guy then asks where he can get information about laws and regulations on State and Federal Agriculture.  So, as to things Federal and general, I suggest he take a look at:
